The U.S. Army Corps of Engineers Baltimore District is contemplating a Firm Fixed Price (FFP) Design-Bid-Build contract for construction of a new Operations Facility at Fort McNair, Washington, DC.
Description of Work: The Vehicle Storage Facility Project will consist of construction of a new Vehicle Storage/Operations Facility, renovations and upgrades to two existing buildings and a restoration and upgrade of a vehicular egress point. Construction will include the installation of a “green roof” for water quality, precast tilt-up concrete panels, a sky bridge linking a historic structure with the new Vehicle Storage/Operations Facility and a Certified Sensitive Compartmentalized Information Facility (SCIF) located within the Operations Facility.

The North American Industrial Classification System Code (NAICS) applicable to this requirement is 236220, with a small business size standard of $33.5M. This procurement will be solicited as a 100% small business (SB) set-aside. Magnitude of construction for this project is between $10M and $25M.

Contract duration is estimated at 540 calendar days from Notice to Proceed (NTP).

It is the intent of the Government to seek proposals from qualified Offerors with experience in the significant features of this RFP and who can demonstrate a satisfactory or above on past performance history in successfully completing projects of similar nature, scope and complexity. The successful Offeror will be selected based on a lowest price, technically acceptable (LPTA) analysis.

The Request for Proposal (RFP) will be available in electronic format only and will be posted on the Federal Business Opportunities (FBO) website at http://www.fbo.gov on or about June 30, 2014. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
